Can an international freshman receive it?

Missouri State’s international scholarship policy says international students who graduated from a U.S. high school may be considered for first-year undergraduate scholarships. Graduates of non-U.S. high schools should use the separate Go Mo State route, which does not publish an SAT threshold.
